Curtain: We report PEP to the list of government works; it includes Green Deal, COVID-19

The updated project of the Energy Policy of Poland until 2040 (PEP 2040) will be submitted on Tuesday, 8 September, to the list of works of the Council of Ministers, informed climate minister Michał Kurtyka. The document is based on three pillars, defined as: Fair Transformation, Zero Emission Energy System and Good Air Quality.
"This is a document that has a lot of statutory restrictions. In the next edition of this document, we would like to avoid certain bureaucratic 'heaviness', which involves the preparation of this document, because the world is changing so rapidly that energy law should have a function that precedes trends. We have taken into account not only the new European Green Deal but also COVID-19 and post-COVID activities," Kurtyka said during the press conference.
"Here are three pillars of our Policy. Firstly, a fair transformation, so looking at this transformation through the eyes of the recipients and also those regions that will be most vulnerable to the challenges involved; creating a second, parallel, zero-emission energy system over the next 20 years – because we are facing such a challenge as a country. Finally, social aspirations are a very important driver so that we can finally deal with the problem of air quality" - said the minister.
FILAR I — JUSTICE TRANSFORMATION
A fair transformation means providing new opportunities for development to regions and communities most affected by the negative effects of conversions in connection with low-carbon energy transformation, while at the same time providing new jobs and building new industries co-participating in energy transformations. Activities related to the transformation of coal areas will be supported by around PLN 60 billion from European funds. In addition to regionalisation, individual energy users will participate in the transition, which will, on the one hand, be shielded from rising energy storage prices and, on the other hand, will be encouraged to participate actively in the energy market. This will ensure that energy transformation is done in a fair manner and that any – even a small household – can participate in it. The transformation will take advantage of national competitive advantages, will create new development opportunities and will initiate extensive modernisation changes, giving the opportunity to create up to 300 000 new jobs in sectors with high potential, in particular renewable energy, nuclear power, electromobility, network infrastructure, digitisation, thermomodernisation of buildings and others, we read in PEP 2040.
"We have a huge opportunity, which is the PLN 60 billion fund for regions in 10 years. By the end of this year, we need to present strategies, and at the beginning of next year, projects that will believe that these PLN 60 billion are able to reduce the social costs of this transformation. We would also like to see 300,000 new jobs created by PEP in new sectors related to RES and nuclear energy in 20 years. It's a very pro-developmental policy. Finally, we want to reduce so-called energy poverty by 30% by 2030 from the current level, which affects about 10% of households," commented Kurtika.
FILAR II — A ZEROEMISSIONAL ENERGY SYSTEM
The PEP project states that this is the long-term direction in which the energy transformation is going. Reducing the emissions of the energy sector will be possible by implementing nuclear and wind energy at sea, increasing the role of distributed and civic energy while ensuring energy security through the transitional use of energy technology based, inter alia, on gas fuels.
„Morska energetyka wiatrowa i energetyka jądrowa – to są dwa znaczące zeroemisyjne źródła mocy i energii, które będą tworzyły rdzeń naszego zeroemisyjnego systemu energetycznego. Chcemy też, by energetyka lokalna i obywatelska kontrybuowała do bezpieczeństwa energetycznego. Będziemy je tworzyć poprzez 300 obszarów zrównoważonych energetycznie. Oczekujemy przy tym, że polski system energetyczny zasili 1 mln prosumentów do 2030 r. Spodziewamy się ogromnego rozwoju fotowoltaiki rozproszonej, biogazowni, małej energetyki wodnej, elektromobilności” – powiedział minister.
W prezentacji resort podał, że zeroemisyjny system energetyczny będą tworzyć ok. 8-11 GW mocy w morskiej energetyce wiatrowej i ok. 6-9 GW w energetyce jądrowej do 2040 r. Nakłady inwestycyjne w tych obszarach mają wynieść odpowiednio: 130 mld zł i 150 mld zł.
III FILAR – DOBRA JAKOŚĆ POWIETRZA
To cel, który dla odbiorców jest jedną z bardziej zauważalnych oznak odchodzenia od paliw kopalnych; dzięki inwestycjom w transformację sektora ciepłowniczego (systemowego i indywidualnego), elektryfikację transportu oraz promowania domów pasywnych i zeroemisyjnych, wykorzystujących lokalne źródła energii, w widoczny sposób poprawi się jakość powietrza, która ma wpływ na zdrowie społeczeństwa; kluczowym rezultatem transformacji odczuwalnym przez każdego obywatela będzie zapewnienie czystego powietrza w Polsce.
Z prezentacji ministerstwa wynika, że cel ten obejmie po pierwsze transformację ciepłownictwa: wycofanie węgla z użycia w ciepłownictwie indywidualnym w miastach do 2030 r. i na obszarach wiejskich do 2040 r.; rozwój ciepłownictwa systemowego w miastach i wzrost o 1,5 mln gospodarstw domowych podłączonych do sieci ciepłowniczej do 2030 r.
Po drugie, dotyczyć będzie budownictwa („Dom z klimatem”). Założono tu wzrost liczby budynków zeroenergetycznych dzięki 3 mln wymienionych źródeł ciepła w domach do 2030 r. i funkcjonowanie 1 000 niskoemisyjnych budynków użyteczności publicznej do 2030 r.
Po trzecie, celem jest rozwój elektromobilności, gdzie w pierwszej kolejności zwrócono uwagę na transport publiczny w miastach pow. 100 tys. mieszkańców: od 2025 r. nowe pojazdy komunikacji miejskiej mają być tylko zeroemisyjne, a 5 lat później wszystkie pojazdy mają być zeroemisyjne.
