Although it was not yet known in what tactical situation Moscow was hit, the state of readiness of the ship's crew, how efficient (and launched) were the basic systems, both on the sensors and effectors side, the Internet swarmed a few hours later with regulations on our MW and discussions on "Polish Navy New Pattern"
Social media governs their rights, and one of the fundamentals is the principle of "being the first". Being the first also in the area of war commenting. Meanwhile, it is worth keeping your head cool and wait until the full picture of events is known.
Have Russian sailors from the Moscow cruiser made mistakes? Yeah, a lot. And the most important thing was to ignore your opponent and to be convinced of your greatness.
Should we abandon the construction of the Swordfish due to Russian errors? Not at all. Swords should form the backbone of the fleet around which the entire system should be built. This is further in the text. Let us simply take advantage of the Russian lesson and never commit the deadly sin of pride and disregard for our adversary.
The same voices increased even further due to Finland and Sweden's very probable decision to join NATO. All of a sudden, we're supposed to have a sense of blissful security on the Baltic, because it's going to become an inner water of NATO, so we don't have to do anything anymore, because NATO will protect us. This is an extremely dangerous treatment of the Alliance as a foreign, external organism, as if NATO's strength was not the sum of the forces of individual states, including Poland.
Why?
So let's start with the abecca, which is defining what this is. Polish Navy I want him to do it.
Polish Navy defends the interests of the state in Polish maritime areas. She was also entrusted with the marine defence of the coast. It is also a formation prepared to participate in the land defence of the coast in interacting with other types of armed forces in a strategic defence operation. In line with international commitments, it also maintains its ability to carry out security tasks in both the Baltic Sea and beyond.

When translated into language, understood by the average taxpayer, Polish NavyIn a situation of crisis and armed conflict, it has two basic tasks to do:
- Combating the Russian Federation's threatening forces and means of assault
territory of the Republic of Poland.

The fact that these two tasks are not so obvious to the Polish political elite should be used by the fact that the Strategic Concept of Maritime Safety of the Republic of Poland is on the pages of the former Ministry of Maritime Economy and Inland Shipping, but it is vain to look for it on the website of the Ministry of National Defence (https://www.gov.pl/web/maritime economy/gynia-strategic-conception-security-maritime-rp-presented).
To make things interesting, the Act of 18 August 2011. on maritime safety First of all, it regulates "sea safety issues in the construction of a ship, its fixed equipment and equipment...".
Yes, there is no mistake here, there is absolutely nothing in this bill that de facto concerns the safety of shipping in terms of safety risks.
In turn, the Act of 21 March 1991 on the Marine Areas of the Republic of Poland and the Maritime Administration treats security in articles 6-9, but only in terms of the right to free movement through the territorial waters of Poland.
Let's not be surprised. that we are not a maritime state, do not understand the maritime economy and do not understand maritime economic and military security, since even the legislative authority has a problem defining basic concepts.
The second, very popular argument used in the debate on MW is "let's give up the Swords and hand over the money to other programs".
Yes, we can completely abandon the defence of the Coast and our marine waters, but let us first sit down and reliably calculate the cost/loss ratio, where the cost will be the amount necessary for the acquisition of ships and the loss of potential damage to infrastructure and shortages of critical supplies, for the functioning of the state, resources, if no one defends this infrastructure.
And as for the cost of getting the Swords in the Ministry of Defence's budget, let's finally say honestly and openly. Deleting the Swordfish program doesn't save anything in the MON budget. With the planned costs of the programme, or PLN 8 billion, the share of the cost of obtaining the frigate Swordfish will be 1.7% in the entire Technical Modernization Programme for the years 2021-2035 (data for calculations by Tomasz Dmitruk @goltarr). Even assuming that the cost of acquiring ships, along with the unit of fire, will be higher than the expected current PLN 8 billion, his contribution to the MON modernisation budget should not exceed 2%.
What will primarily determine the cost of this program is not a platform, but a configuration of a fire unit.
One key mistake is made in the discussion about the Navy. We do not consider this type of armed force as a system, but we draw out one component (in this case a frigate) and with the enthusiasm of the holy Inquisition one team tries to crucify the other. It's like taking tanks out of the land military system and throwing the slogan "the tanks will be destroyed first because they're the biggest or stuck in the roadless because they're the heaviest." And nothing else matters.
The second, this time strategic, mistake is the perception of the maritime domain, and thus the MW itself, only from a military security perspective completely ignoring the economic security of the state during the armed conflict. I will remind you that already in 2018, the management of seaports in Poland brought PLN 40.6 billion to the state budget for the following taxes: VAT, excise duties and duties. This is almost 10% of the total revenue from this in the Polish budget (https://www.wnp.pl/logistics/Polish-ports-from-40-mld-zl-to-budget-to-1-10-income-state,340887.html).
This trend is growing all the time and not even the Covid epidemic broke it.
Now let's see. What happened in the Black Sea. The Russians completely blocked commercial shipping to and from Ukrainian ports. They deliberately fired at unarmed civilian units, and 76 ships were stuck in Ukrainian ports without a way out. Additionally, they deliberately put anchor mines in the drift to intimidate ship operators and paralyze shipping also along the Turkish and Romanian coasts. The Ukrainian economy, of which 25 percent of GDP is dependent on the agricultural industry, with huge costs of conducting war activities, has received an additional blow. There are millions of tons of grain in the silos, millions of litres of sunflower oil in the tanks. An urgent search is underway for alternative export routes, including railway routes. The problem is that it takes hundreds of thousands of wagons to transport the volume of cargo that was transported by ships.
Returning to the Baltic Sea, Poland can implement only two options:
DEFENSIVE threatening the economic ruin of the State or OFENSIVE striving to push the area of combat into the aggressor's area and choke its activity.
Before we discuss both options, we need to understand one brutal correctness. It is impossible to achieve a leap in MW capacity in 2 or 3 years. The ship, whatever it is, is not produced in hundreds or thousands like armored vehicles or tanks. At least he's not at peace. The latest story knows only two cases of mass production of vessels. One was U-boats, the other was Liberty-type transports.
Secondly, whether we decide to build three frigates or more small units, the time of implementation of the two programmes will be very similar, because the decisive factor is the production capacity of the national shipbuilding industry. And it doesn't matter whether this industry is private or state-owned, because the mindless industrial policy of the state in this area, conducted over the last 30 years, has led to a mass drain of specialists to foreign shipyards.
- DEFENSIVE
We assume (in line with the opinions of many national experts with whom I disagree) that the maritime direction is not relevant to the success of the land troops in the main direction of war. In this variant, naval forces remain in the composition as it is now, supplemented by another three destroyers min Kormoran II.
The future of the naval forces will be; on land the Marine Rocket Unit (MJR), at sea a squadron of destroyers min Kormoran II in the composition of 6 ships. The burden for the forces will be both frigates an OHP type which, instead of providing protection to other ships, will require such protection. It may be possible to use small Orkan-type rocket ships that carry a modern system of anti-ship missiles but cannot keep up with the ship's gym. Therefore, in the near future, the ability of these ships to go out into the sea and perform tasks can be very problematic. Some reconnaissance drones, perhaps unmanned mine warfare systems, are likely to be obtained. That's it.
Contrary to many hopes, the strict era of autonomous, managed artificial intelligence, naval combat systems are still ahead of us. Cause is very prosaic. This is the specificity of the marine environment and the problem with the sources of propulsion in deep water. The direction in which it goes, so eagerly invoked by the US Navy, is to convert existing ships (especially in the field of military transport and long-distance supplies) into crewless units and replaced by remote control. A solution completely useless to our naval forces and as expensive as the construction of classic ships.
So far, mine control systems are the most advanced. Most of them still have to be launched from the carrier ship deck and operate in its close vicinity. The same carrier needs to be shielded from air strikes either by aviation (which is impossible in Polish realities due to the small number of aircraft) or by another ship.
The situation will radically change systems capable of independent exit from any port or prepared shore and autonomous operation over hundreds of miles. Unfortunately, we still have to wait for such systems.
With such a group of our Navy, the operational situation will look alarming. In the airspace by the sea, on our side, it will be empty. At the same time, the Russians will have full freedom of action. Sending an M28 1R Bryza aircraft to a reconnaissance flight will bear the marks of a suicide mission, as will the ZOP helicopters. The task of combating Russian submarines will look identical, and to be precise, it will not look at all. The ZOP aviation for the reasons mentioned above will be grounded.
Okrętowe siły ZOP złożone z fregat OHP i ORP Kaszub być może zdołają się rozwinąć do rejonów wyczekiwania, ale ich przetrwanie będzie wyłącznie kwestią czasu. Pozbawione osłony z powietrza, z przestarzałymi stacjami radiolokacyjnymi, wyposażone jedynie w armaty okrętowe i rakiety Piorun, w większości posiadające od dwóch do trzech kanałów celowania (z czego większość tych kanałów stanowi „oko marynarza”), nie będą zdolne do samodzielnego odparcia jakiegokolwiek ataku rakietowego.
Jedyną efektywną siłą pozostanie Morska Jednostka Rakietowa. Co prawda mająca ten sam mankament jak okręty wymienione wcześniej, czyli znikomą obronę przeciwlotniczą, ale działając w ruchu i w rozproszeniu mająca znacznie większą szansę przetrwania. Tyle tylko że jaki będzie sens wysyłania przez Rosję okrętów w strefę oddziaływania MJR, skoro we wszystkich wymienionych wcześniej obszarach będzie miała absolutną dominację?
Tymczasem, w obszarze gospodarki, w pierwszej kolejności z użytkowania zostaną wyłączone porty w Gdańsku i Gdyni. Wszystkie trzy terminale kontenerowe nie będą zdolne do przyjęcia jakiegokolwiek zaopatrzenia. Marynarka Wojenna utraci możliwość remontu uszkodzonych okrętów. Agresja Rosji na Ukrainę pokazuje, że w przypadku napadu na Polskę będziemy mieli do czynienia z wojną na wyniszczenie militarne, ludzkie i ekonomiczne. W ramach przygotowania do agresji na Polskę rosyjska propaganda dokona takiej samej dehumanizacji polskiego narodu jakiej dokonała w stosunku do Ukraińców, a w działaniach militarnych nie będzie żadnych ograniczeń.
Pod znakiem zapytania staje zdolność Amerykanów do rozwinięcia operacyjnego sił wzmocnienia z terytorium Niemiec. Obserwując obecny rozwój wydarzeń w tym kraju, należy bardzo serio założyć, że nie będzie zgody na ruchy jakichkolwiek wojsk na terenie Republiki Federalnej spowodowane albo niechęcią zaangażowania się przez elity rządzące albo na skutek milionowych protestów niemieckiego społeczeństwa, napędzanego przez organizacje pozarządowe, zinfiltrowane przez rosyjską agenturę i zasilane rosyjskimi pieniędzmi. Jeżeli problem będą mieli Amerykanie to ten sam problem będą mieć pozostałe kraje sojusznicze z zachodniej części Europy.
Marynarka Wojenna będzie musiała prowadzić działania na dwóch kierunkach operacyjnych. „Kaliningradzkim”, skąd przyjdzie główne uderzenie militarne i „Cieśninowym” skąd będą wpływać na Bałtyk rosyjskie okręty przerzucane z innych flot oraz zaopatrzenie dla Obwodu Kaliningradzkiego.
Tak, pamiętam, że Dania jest w NATO, a Szwecja prawdopodobnie też będzie, jednak musimy pamiętać, że, do czasu podjęcia decyzji Sojuszu (zapewne nie całego i nie jednomyślnie) o zaangażowaniu militarnym, będziemy musieli prowadzić działania samodzielnie.
Jednocześnie, w takich realiach politycznych i operacyjnych, Polska będzie musiała nadal importować morzem surowce energetyczne i zaopatrzenie. To droga morska pozostanie głównym kierunkiem ewentualnego przerzutu sił wzmocnienia krajów które zdecydują się na udzielenie takiego wsparcia.
W NATO, w czasie kryzysu i wojny uruchamiane są dwa narzędzia mające wspomóc bezpieczeństwo żeglugi.
Pierwszym jest system Q-routes czyli predefiniowany zbiór szlaków wodnych na wodach przybrzeżnych którymi będą się przemieszczać sojusznicze jednostki pływające. Współrzędne geograficzne opisujące ich przebieg są niejawne.
Drugim jest NCAGS (Naval Cooperation and Guidance for Shipping) kierowany z NATO Maritime Centre który ma na celu zapewnienie bezpieczeństwa żeglugi komercyjnej w rejonach prowadzenia działań zbrojnych w ścisłej współpracy z operatorami statków komercyjnych. Jednocześnie jest to narzędzie do organizacji ochrony jednostkom cywilnym transportującym zaopatrzenie wojskowe.
Jednak jako kraj-gospodarz przyjmujący takie wsparcie, będziemy odpowiedzialni za bezpieczeństwo przypływających jednostek transportowych co wiąże się z koniecznością utrzymania drożności szlaków morskich, w tym wspomnianych Q-routes.
W zaistniałej sytuacji, szczególnego znaczenia nabierze zespół portowy Świnoujście-Szczecin, przy czym nalezy pamietać że do Szczecina trzeba pokonać jeszcze 70 kilometrów, a zatopienie na torze wodnym statku może go wyłączyć z funkcjonowania na długi czas.
Po stronie militarnej, w obszarach rozpoznania powietrznego i zwalczania okrętów podwodnych sytuację ratować będzie ewentualne przystąpienie Szwecji do NATO. Tyle tylko że w domenie morskiej, nasze bezpieczeństwo nadal będzie zależne od woli politycznej innego kraju, a nie od nas samych.
Reasumując, wszystkie dotychczasowe pomysły na Marynarkę Wojenną zakładają prowadzenie wojny defensywnej, reaktywnej, czekającej na działania przeciwnika. Tyle tylko że nawet działania lądowe pokazują, iż w pewnym momencie małe, szybkie, rozproszone osiąga punkt stagnacji i jest niezdolne do kontrofensywy i odzyskania utraconych terenów. Zwłaszcza w konfrontacji z przeciwnikiem niemającym żadnego szacunku dla życia własnych żołnierzy.
- OFENSYWNY
Spróbujmy jednak przedyskutować, jak mogłabym w przyszłości wyglądać wojna morska na Bałtyku w sytuacji obecności Szwecji i Finlandii w NATO, ich szybkiej decyzji o militarnym wsparciu Polski oraz posiadaniu przez naszą MW okrętów typu Miecznik. Tym bardziej że pojawia się historyczna szansa na złamanie rosyjskiej obecności w akwenie Morza Bałtyckiego, Zarówno tej lądowej, w Obwodzie Kaliningradzkim, jak i tej morskiej. Tyle tylko że nie można tego zostawić do wyłącznej decyzji obu, dotychczas bardzo powściągliwych w angażowaniu się militarnie, krajów. Natomiast, mając odpowiednie siły morskie możemy oba kraje do tej decyzji zachęcić.
Doświadczenie wojny na Ukrainie pokazuje, że to na co możemy najbardziej liczyć ze strony Sojuszu to rozpoznanie powietrzne. I to w pełnym spektrum, od rozpoznania obrazowego po rozpoznanie elektromagnetyczne. Co więcej, jednym z bardzo aktywnych uczestników tych działań była Szwecja, która, póki co członkiem NATO nie jest.
Można zatem założyć, że w przypadku konfliktu z Rosją lukę w polskich zdolnościach w rozpoznaniu na Bałtyku wypełni nam Szwecja, a zasilanie danymi pozwoli na wykorzystanie uzbrojenia na nominalnych, a nie horyzontalnych zasięgach.
Po drugie, obecność Szwecji w NATO zbliży nas do opisywanej przeze mnie, w jednym z wcześniejszych tekstów, idei „coast sharing” czyli wykorzystywania wybrzeża przez siły morskie innego kraju sojuszniczego. Dałoby to naszej MW nowe możliwości rozwijania operacyjnego z kierunku szwedzkiego. Oprócz tego, nawet bez zaangażowania militarnego, można przyjąć za pewnik, że Szwecja i Dania będą zasilać nas informacją o wszelkich okrętach sił morskich FR wchodzących do Cieśnin Bałtyckich.
Po trzecie, do 2026 r. Estonia pozyska nadbrzeżny system rakiet przeciwokrętowych. Do tego dodajmy obecność Finlandii w NATO i na Zatoce Fińskiej będziemy mieli do czynienia z sytuacją, gdzie Flota Bałtycka będzie miała ogromny problem z wyprowadzeniem jakichkolwiek okrętów z bazy morskiej w Kronsztadzie. Gdyby jednak jakimś okrętom udało się wyjść z Zatoki Fińskiej to strona polska będzie zasilana informacjami o ruchach jednostej Floty Bałtyckiej z tamtego rejonu, z minimalnie 24 godzinnym wyprzedzeniem.
W opisanej sytuacji strategiczno-operacyjnej trudno nie wykorzystać przewag i nie pokusić się o całkowite wyłączenie Obwodu Kaliningradzkiego. I to zadanie powinno stać się pierwszoplanowe dla okrętów typu Miecznik i Morskiej Jednostki Rakietowej.
Kiedy w PGZ SW dokonano prezentacji wstępnej konfiguracji okrętu dość zaskakująca okazała się propozycja umieszczenia aż 16 wyrzutni rakiet przeciwokrętowych.
Jednak po dłuższym zastanowieniu nie jest to wcale absurdalna propozycja, jednak pod warunkiem, że większość jednostki ognia będą stanowić rakiety z głowicą odłamkowo-burzącą do niszczenia obiektów lądowych, a zalecana konfiguracja będzie kształtować się następująco: 4 rakiety przeciwokrętowe i 12 rakiet do celów lądowych. Tym bardziej, że póki co nie ma perspektyw na pozyskanie zdolności TLAM (Tactical Land Attack Missile).
Podobnie w Morskiej Jednostce Rakietowej. Przy opisanej wcześniej sytuacji strategiczno-operacyjnej jest wysoce prawdopodobne, że po przekształceniu Bałtyku w morze wewnętrzne Sojuszu liczba celów nawodnych wymagających neutralizacji ulegnie drastycznemu zmniejszeniu, natomiast Rosjanie będą starali się rekompensować ograniczone zdolności na wodzie większą aktywnością w powietrzu, zarówno lotniczą jak i rakietową. Dlatego też, wskazane jest, aby Polska w najbliższym czasie pozyskała co najmniej jedną jednostkę ognia (preferowane dwie) rakiet NSM w wersji do uderzeń na obiekty lądowe.
I tutaj pojawia się kluczowe zadanie dla połączonych sił okrętowych i MJR. Już na samym początku rosyjskiej agresji powinny one dokonać skoordynowanych, co do miejsca i czasu, uderzeń na lotniska Floty Bałtyckiej w Obwodzie Kaliningradzkim. Przy czym zapas jednostki ognia powinien pozwolić na wielokrotne powtórzenie takich uderzeń.
Wbrew pozorom głównym celem tych ataków nie będzie zniszczenie infrastruktury lotniskowej, lecz „wyczerpanie” rosyjskich systemów OPL. Rakiety, które przedrą się przez rosyjskie systemy obrony powietrznej i dokonają zniszczeń na lotniskach będą stanowić swojego rodzaju wartość dodaną. W tak powstały wyłom, w rosyjskiej OPL, powinno wejść lotnictwo i finalnie zneutralizować rosyjskie zdolności do działań w powietrzu z terenu Obwodu Kaliningradzkiego, a także systemy rakiet ziemia-ziemia.
Zainstalowane na okrętach systemy obrony powietrznej mają im zapewnić zdolność przeżycia w celu wykonania uderzeń na obiekty lądowe.
Chyba nie trzeba dodawać, że następnym krokiem powinno być wejście wojsk lądowych w Przesmyk Suwalski i odcięcie Obwodu od zasilania wojskami z terenu Białorusi. Rosja, decydując się na agresję na Polskę, w zaistniałej sytuacji strategicznej na Bałtyku, będzie miała praktycznie zerowe zdolności do zaopatrywania Obwodu Kaliningradzkiego od strony morza i pozostanie jej jedynie droga lądowa z kierunku białoruskiego.
W tym miejscu chciałbym zaznaczyć, że po zbudowaniu okrętów Miecznik, Polska będzie jedynym państwem NATO na Bałtyku zdolnym do przeprowadzenia takiego ataku. Żeby ten plan miał powodzenie należy odejść, w domenie morskiej, od mentalności bitego chłopca czekającego na zadanie ciosu przez podwórkowego bandytę. Otwiera się przed nami niespotykana, wręcz historyczna szansa, do uzyskania panowania na Bałtyku w ramach Sojuszu.
Nie zmarnujmy jej zatem.
