Parliamentary Defence Committee adopted on Tuesday MON information on the state of the Navy, its ability to carry out tasks and the planned technical upgrade. ‘Polish Navy it currently has a satisfactory level of operational capacity only in the area of diagnosis and combating mine hazards at sea. On the other hand, the operational capabilities in the area of combating the water, and underwater targets, anti-aircraft and anti-missile defences are significantly limited," Skurkiewicz said.
According to MON, Polish naval forces have 35 ships, including seven strikes, 26 auxiliary units and 21 base floats. Skurkiewicz drew attention to shore units – the Marine Rocket Unit, two anti-aircraft squadrons, two bomb squads and two teams of miners divers.
The Deputy Minister recalled that in 2013 a programme for combating threats at sea was adopted, assuming the gradual replacement of used vessels with new ones, and the technical modernisation plan for the years 2021-35 approved two years ago included maritime programmes for which PLN 60 billion was foreseen.
According to PMT, the three coastal defence ships included in the Sword Programme (on Monday, the head of the MON approved the request of the Armed Forces Inspectorate for their order) are to be ready by 2033. For the years 2025-27, two hydrographic units are assumed to be transferred, and in the years 2024 and 30 seafarers are to receive floating demagnetization units
Skurkiewicz stressed that "the security and prosperity of Poland as a coastal state depend on unhindered access to the Baltic", and maritime forces are necessary to ensure security of supply of energy carriers and freedom of navigation.
"The pursuit of local rule at sea should be the main goal in the long-term planning and programming of the development of the Navy," said Deputy Head of the MON. He also pointed out the ability to help allies and partners, the possibility of rapid deployment of troops by sea "without escalation of tension", as well as humanitarian missions.
Head of BBN Paweł Soloch stressed that he had spoken to defence minister Mariusz Błaszczak before he made a decision on the Sword and that the concept of building ships for the defence of the coast as a frigate is consistent with the maritime security strategy of the Republic of Poland developed by the presidential centre in 2017.
"This is a good and right choice," Soloch said, pointing to infrastructure protection, alliance commitments and ability to operate in remote waters. "We remain in constant contact with the MON, we are kept informed about the progress of the projects; we hope that the Polish industry will be taken into account," added the head of BBN.

„Możemy realizować działania długotrwale, bez potrzeby wejścia do portu, na wodach międzynarodowych” – ocenił. Podkreślił, że w przeciwieństwie do przerzutu wojsk drogą lądową lub powietrzną to „nie wymusza działań dyplomatycznych”, a okręty, zaopatrywane z morza, mogą wypełniać zadania bez zawijania do portu. Dodał, że Miecznik ma być zdolny do zwalczania zagrożeń balistycznych, podobnie jak systemy Wisła i Narew na lądzie.
Ziemiański zauważył, że każdy okręt pozostaje w eksploatacji przez 30, 40, a czasami ponad 50 lat i jest „inwestycją na dekady”, chociaż jednostkowy koszt okrętu wydaje się bardzo wysoki.
Przekonywał do zakupu używanych okrętów podwodnych jako rozwiązania pozwalającego utrzymać w służbie doświadczone załogi do czasu wprowadzenia nowych jednostek. „To nie jest tanie, ale wyszkolenie wyspecjalizowanego oficera lub podoficera, np. hydroakustyka, trwa osiem lat” – zauważył Ziemiański. Jak dodał, aby osiągnąć „rozsądną” cenę i wesprzeć przemysł, konieczne jest zamówienie co najmniej trzech okrętów danej serii.
„MON dzisiaj wyraźnie stwierdza, że zdolność Marynarki Wojennej do zwalczania zagrożeń na morzu jest ograniczona. To informacja zatrważająca, ale nie dziwna” – powiedział poseł Czesław Mroczek (KO). Według niego terminy podane przez Skurkiewicza „to wyrok na Marynarkę Wojenną, a nie rozwiązanie jej problemów”.
Zapowiedział złożenie wniosku o niejawne posiedzenie komisji. Przewodniczący komisji Michał Jach (PiS) odparł, że w warunkach pracy zdalnej jest to niemożliwe. Zwrócił uwagę, że problemy MW, jako kosztownego rodzaju sił zbrojnych, często padającego ofiarą cięć budżetowych, trwają od dziesięcioleci i są znane od wielu lat.
Mroczek zarzucił PiS zaniechania w modernizacji MW. Przypomniał koncepcję wspólnego zakupu okrętów podwodnych z Norwegią i Holandią, co miało obniżyć koszty, zarzuconą za czasów, gdy szefem MON był Antoni Macierewicz, a także pierwotny plan zamówienie okrętów obrony wybrzeża jako korwet i patrolowców Miecznik i Czapla.
Cezary Grabarczyk (KO) za niefortunne uznał wycofanie się ze starań o zakup używanych australijskich fregat w czasie, kiedy już trwała prezydencka wizyta w tym kraju. Paweł Poncyljusz (KO) pytał o działania lobbystów w Polskiej Grupie Zbrojeniowej, nawiązując m. in. do publikacji Onetu. Skurkiewicz odparł, że nie chce się odnosić do przywołanego artykułu, ponieważ portal, nie uwzględnił przekazanego mu stanowiska MON w tej sprawie.
Wiceminister zapowiedział, że na pytania posłów resort odpowie pisemnie, udzielając także informacji, których nie można przekazać na jawnym posiedzeniu.
