On 20 May 2026, the Agency for the Development of Industry S.A. and the TFK Group signed letters of intent with PGE Baltica sp. z o.o. and ORLEN Neptune sp. z o.o. Documents open the way for cooperation when installing and servicing cables connecting offshore wind turbines using a Cable Laying Vessel.
ARP S.A. and the TFK Group carry out advanced preparations for the construction of a marine installation unit designed to support projects developed in the Baltic Sea and other waters.

The construction of offshore wind farms in the Baltic Sea is one of the key investments that will ensure a smooth transformation of Polish energy. This huge project should be implemented as much as possible by Polish companies, which will extend their competences. Cooperation between the Agency for the Development of Industry S.A., TFK Group, PGE Baltica and ORLEN Neptune in the construction of the first Polish cable ship provides such synergy of experience and allows to build new industrial capabilities. This is an example of an effective partnership in which State Treasury companies cooperate with Polish business, strengthen the local supply chain and increase the share of domestic capital in strategic investments, but also create jobs.

ARP continues to build a CLV vessel
The current Management Board of the ARP S.A. consistently continues the plan to build the CLV vessel.
The development of offshore wind energy in Poland with the involvement of national shipowners will significantly increase the use of local resources and competences. Such a model of cooperation will maximize the level of local content in the second stage of the development of the sector, while at the same time establishing the position of Polish entrepreneurs in the world segment of highly specialized units providing services for offshore.

This partnership responds to the need to support the national component in strategic investments in energy in which the State offers a robust support system to investors. For offshore energy, such a system is a multi-annual differential contract guaranteeing the price of energy sales. The timetables for offshore wind projects are already tight today, which is why it is so important for us to strengthen the technical facilities in the construction of the local supply chain. We hope for the fastest possible construction of the unit and its permission to work at sea. From the perspective of ORLEN Neptune, which is developing two projects of Baltic East and Baltic West offshore wind farms, it is crucial that we can keep pace and meet the growing demands of the market.

The signed letter of intent is a clear confirmation of our support for the construction of the first Polish cable company, but also a signal of real interest in the use of this unit in offshore projects PGE Baltica. We all want to create a Polish ship, which will be a national resource and will strengthen local content in offshore wind energy in the Baltic.

An increasing number of national players from complementary industries declare their willingness to engage in the development of the national supply chain for offshore elevators and the implementation of strategic energy investments.
The dynamic development of offshore wind energy requires further strengthening of national offshore competences. As a manufacturer of land and offshore cables for the renewable energy sector, we have been participating in international projects for years, and we are seeing the growing importance of such initiatives for the efficient implementation of offshore investments.

Cable also for interconnectors
In addition to supporting offshore wind energy projects in Poland, the CLV type ship can participate in a wider range of infrastructure investments at sea, including the installation of offshore cables for interconnectors. This increases the capacity to use an entity both on the domestic market and abroad.
Polish shipyards already have the experience and technology to undertake the construction of a CLV vessel. The final indication of the yard where the cable company could be built will require trade negotiations on production capacity, contractual conditions and risk sharing.
The European fleet of Cable Laying Vessels, designed to lay and service offshore cables for the offshore sector, remains limited to the growing needs of the offshore wind market. At the same time, Europe is developing a market of specialised installation units supporting offshore elevator projects.
However, the conclusion is clear: with such a scale of investment inoffshore wind farmssuch units should be planned much earlier, in parallel with preparations for building Polish offshore. The lack of its own cable company meant giving part of the market to foreign shipowners and contractors. It is good that the project is coming back now, because the national supply chain arises from real orders, competences and ships working at sea. It is a pity that such a backdrop was not thought of earlier, when key decisions concerning the construction of Polish wind farms in the Baltic were made.
