The impact of the Sword Programme on the development of shipbuilding and arms industries, as well as on economics and the labour market in Pomerania [ANALIZA]

Program MIecznik, strategic modernisation initiative of the Polish Navy, not only transforms the defence forces of the country, but also has a multidimensional impact on the shipbuilding and reinforcement industry, economics and labour market in Pomerania – the heart of the Polish shipbuilding and defence industry. This important initiative brings huge benefits, from technological development, through the creation of new jobs, to improving the trade balance of the region and the country.

Program MIecznik is part of a larger initiative of the Polish government to modernise the armed forces. It focuses on the creation of a modern frigate, capable of carrying out various tasks, ranging from anti-aircraft and missile defence, to combating marine and land targets.

The "Mienik" is not only a key project for the Polish Navy, but also an important step in the development of the Polish shipbuilding and armaments industry. The implementation of this project beyond the construction of a high-tech ship also allows the development of technology and production capacity that can be used in other projects, both civil and military.

The programme also has a significant impact on economics and the labour market, especially in Pomerania, where the main Polish shipyards are located. The "Meter" will contribute to the creation of new jobs, the development of infrastructure and the increase in demand for highly skilled professionals, which will contribute to the development of the region.

In the following analysis, we will discuss in detail the impact of the Sword Programme on shipbuilding and armaments, as well as on economics and the labour market in Pomerania.

The project has its roots in the modernization plans of the Polish Navy, which began in 2014. Due to the ageing fleet and the rapidly changing safety environment, Poland has decided to introduce modern units that will be able to successfully meet modern challenges.

The main shape of the project was achieved after 2022, when it was decided to build a series of new frigates for the Polish Navy. Since then, the programme has become one of the key elements of the Polish plan to modernise the armed forces. In June 2023, in the presence of Deputy Prime Minister Jack Sasin, a symbolic foundation stone was built in the PGZ War Shipyard, which meant the official start of the construction of three modern frigates. Work on the construction of the hull hall and the production hall began in March 2023, and their completion is scheduled for August 2024. The first burning of plates for the construction of the frigate Swordfish is due to take place in August of this year.

The implementation of the Sword Programme requires the development of new shipbuilding technologies necessary for the construction of modern multitasking frigates. This applies to both technologies directly related to the construction of ship hulls, as well as the assembly, testing and advanced management and control systems. For this reason, the Polish Armed Forces Group has cooperated with renowned foreign partners such as Babcock International, Thales and MBDA. This cooperation involves providing key technologies and systems that will enable effective defence at sea. In the context of ship systems, PGZ Stocznia Wojenna continues to work with Canadian company OSI Maritime Systems, providing integrated navigation bridges.

Such large-scale cooperation requires coordinated action by many actors – from shipyards, suppliers of various types of systems and weapons to research institutions. It is also important to face the challenge of timeliness and delivery costs – the construction of new ships must be completed in time and not exceed the assumed costs. Despite numerous challenges, Program MIecznik It follows the schedule, contributing to the strengthening of the Polish Navy and, consequently, the security of our country from the north.

The "Meaner" is not only an important element of Poland's defence strategy, but also a key factor in the development of Polish shipbuilding and armaments industry. It creates a demand for the development of skills of workers at various levels – from engineers designing ships, through technical staff, to management. Therefore, although the project is only at the initial stage of implementation, it already has a significant impact on the Polish shipbuilding and reinforcement industry. Its importance stems primarily from the requirements it puts before our shipyards and defence companies, as well as the opportunities it opens up.

The impact of the programme on the Polish arms industry is equally important. Already at the ship design stage, it is connected with the development of new weapons systems, missile defense, fire control, communication and command. This gives a chance to create new products and technologies that can be used not only in ships built under this project, but also in other units of the Polish army, and even in foreign markets.

The latter are particularly important. The "Meaner" opens new opportunities for expansion to the Polish shipbuilding and armaments industry. Thanks to it, Polish shipyards and arms companies gain experience and competences that allow them to offer their products and technologies on foreign markets. So it is not only an investment in the Polish Navy, but also in the development of Polish industry and its position in the world. It's only the beginning of this road, but you can already see its potential and meaning.

Pomerania, with its rich shipbuilding tradition, will become the centre of key activities. Implementation of the necessary investments will contribute to the region's future GDP growth, generating additional demand in the local economy. This will increase demand for services and products from local companies, which will help create new jobs.

Program MIecznik will also be a driver of infrastructure development in Pomerania. Investment in modern technologies, research and development, as well as the expansion and modernisation of existing shipyards, will contribute to raising the standard of infrastructure throughout the region.

An important element will be the creation of an environment conducive to innovation. Due to the high technical requirements of the project, Polish companies will be forced to look for new innovative solutions. As a result, the Pomeranian region will become stronger in innovation capacity.

Moreover, the trade balance of Pomerania and the rest of Poland will also be improved. The capabilities and technologies that will be developed during the implementation of the project may allow Polish companies to increase exports, both in the field of military and civil products.

The long-term prospects of the Sword Programme's impact on shipbuilding, armaments, economics and the labour market in Pomerania seem very promising. Moreover, it is highly likely that these will be permanent changes which will be permanent in the economic landscape of the region.

In summary, Program MIecznik is a strategic undertaking with a multi-dimensional impact on shipbuilding and armaments, economics and the labour market in Pomerania. Through its scope and nature, it will contribute to technological development and the acquisition of competences by the shipbuilding and arms industry. This translates into significant potential for the long-term expansion of these sectors, both domestic and international.

In the economic context, investment related to the Sword Programme stimulates the local economy, contributing to GDP growth and job creation. The project also has the potential to improve the trade balance of Pomerania and Poland as a whole, by promoting the export of defence-related technologies and products.

Finally, the "Meter" has the potential to transform the economy of Pomerania, increasing its competitiveness and resilience to future challenges. Proper management and continued investment can contribute to a sustainable economic transition of the region, making it the centre of shipbuilding and armaments at national and possibly European level.
