Orka's programme on the list of priorities – EU measures within reach

Purchase of new submarines for the Polish Navy, planned for years under the program Eaglecan finally be achieved through EU support. Poland is expected to receive EUR 20 billion (about PLN 100 billion) from a pool of EUR 150 billion of cheap loans to strengthen the defence of EU Member States and Naval development and modernisation of the armed forces.

At the European Council in Brussels, the EU Member States called for the strengthening of the common defence. Poland, as one of the main beneficiaries of the new fund, has already started preparing concrete arms programmes.

We have established a special interministerial team that is working on proposals for funding from this pool – informed RMF FM Deputy Minister of Finance Paweł Karbowicz. It consists of representatives of the Ministry of Finance, National Defence and the Armed Forces Agency.

New submarines a chance for the Polish Navy

From the information obtained by RMF FM, some of the Union's resources are to be allocated to the purchase of three new submarines for the Polish Navy under the program Eaglewhich has been among the priorities of the Defence Ministry for years. However, its implementation was postponed several times, which led to significant delays in rebuilding the potential of the Polish submarine forces and increasing operational capacity and expansion of the war fleet.

It is estimated that as much as 90% of the funds allocated to Poland will be allocated to industrial plants of the Polish Armed Forces Group, such as Desamet, Autosan, Jelcz or Huta Stalowa Wola. The funds will enable modernisation of production lines and the development of technologies such as unmanned air systems, armored equipment and ammunition. The remaining 10% will be allocated to arms purchases in Europe, thereby supporting the production of military equipment and new military technologies.

Shield East Project – Strengthening NATO Eastern Flank

In parallel, EU funds are to be directed towards the project Eastern Shield, including strengthening defence infrastructure on the eastern flank of NATO. The European Commission identified this area as a priority and included the project in the so-called White Paper on Defence Support.

For the Navy, the Polish Navy is a real chance to rebuild the neglected component of submarine forces, which has systematically lost operational capabilities in recent years. Implementation of the programme Eagle not only will it increase the defence capacity of the country in the area of underwater activities, but it will also contribute to strengthening Poland's position in European industrial cooperation on modern ship technology.

New opportunities for Polish industry and armed forces

New units will significantly enhance the capabilities of the Polish Navy in the field of reconnaissance, deterrence and operation of submarines in the Baltic Sea, and increase interoperability with NATO naval forces. Purchase can also open the way to wider industrial cooperation – through technology transfer and national participation yard in the implementation of the contract, which will further support Polish military potential and the modern military technology sector.
