Draft Regulation on the qualification of seagoing crew members in consultation

The draft regulation to improve the qualifications of employees of the SAR Marine Search and Rescue Service went to public consultation – according to information provided on Wednesday on the website of the Government Legislative Centre.

This is a draft regulation by the Minister of Infrastructure amending the regulation on the training and qualification of seagoing crew members. The explanatory memorandum to the proposed amendment states that it introduces regulations to improve qualifications for employees of the SAR Marine Search and Rescue Service and recognition of practice on specialised SAR units.

As explained, this amendment is dictated by the need to provide for legal provisions enabling the development of a specialised officer staff serving the SAR unit based on experience gained on those units which have not yet been included in the legislation.

It has been added that the proposed amendments to the Regulation provide for the possibility of improving coastal navigation qualifications at the level of management in the on-board department without the need for complementary simulator training and the possibility of upgrading international navigation qualifications at the level of management in the on-board department (affects diplomas on ships with a capacity of 500-3000 GT) and machinery following complementary simulator training dedicated to SAR personnel.

The practice of swimming on SAR units in accordance with the draft regulation will be counted in the ratio of two months of swimming for one month required swimming practice to increase professional qualifications at the level of management in international and coastal shipping in the on-board and machine department – we read.

The explanatory memorandum adds that the draft regulation sets a minimum age of 16 for applicants for a certificate of training.
