Transfer of duties to the 8th Coast Defence Fleet commander [FOTO]

On Tuesday, April 27, a solemn hand-over of the duties of the 8th Coast Defence Fleet took place in the Świnoujski Port of War. Rear Admiral Piotr Nieć after two and a half years of command of the Świnouńska flotilla passed his duties and command of the 8th FOW took command of Commander Vladimir Kulagin.
In accordance with the decision of the Minister of National Defence, the previous commander of Rear Admiral Piotr Nieć was appointed as Chief of the Board of the Armed Forces of the Naval Inspectorate in the General Command of the Armed Forces Types. Commander Włodzimierz Kulagin became the new commander of the 8th Coast Defence Fleet.
The celebration of the delegation began with the side parade. Officers giving and covering duties, in the company of invited guests, accepted from the deck of the hydrographic motorboat MH-1 a side parade of ships stationed at the War Port in Świnoujście. A bunch of flowers was also laid under the monument "Those who restored the matrix Pomerania". On the occasion of the delegation of responsibilities, with due regard to the principles of epidemiological security, a formal assembly of sub-chapters was organised. The report on the sentence and acceptance of duties was accepted by the Naval Inspector-in-Chief Deputy Admiral Jarosław Ziemański. In addition to the Świnoujski sailors, representatives of the most important units of the Navy participated in the ceremony, among others, the Commander of the Centre for Maritime Operations – Command of the Marine Component Deputy Admiral Krzysztof Jaworski, Commander of the 3rd Fleet Ship Rear Admiral Mirosław Jurkowlaniec, Rector-Commander of the Naval Academy Rear Admiral Tomasz Szubrycht and President of Świnoujście Janusz Żmurkiewicz.

Rear Admiral Peter Nieć thanked everyone with whom he had to serve: "Seeing the incredible motivation among the entire personal state over the past few years, I am finishing my service in the 8th Defence Fleet A coast full of positive energy you poured on me." – and in naval words he wished: ‘Watermelons and successful windfor the entire crew of the 8th Coast Defense Fleet and the new flotilla commander."
"I would like to thank the Commander-in-Chief and the Naval Inspector for the trust I have been given and ensure that I make every effort to ensure that this trust does not fail." said the new commander of the 8th FOW Commander Włodzimierz Kulagin in his speech. Addressing the outgoing commander, he expressed his appreciation for his years of fleet command: "I would like to thank my predecessor Rear Admiral Peter Nieci. It's also thanks to him that Flotilla is in such excellent shape today. I wish Mr Admiral good luck and satisfaction in his new office."
Commander Vladimir Kulagin
was born on December 17, 1967 in Olsztyn. He graduated from the Faculty of Navigation and Armoured Ship Naval Academy in Gdynia, postgraduate studies in management and command at AMW, and postgraduate defensive policy studies at the American Naval War College in Newport. He also completed a series coursespecialized in Poland and abroad, including the School of Management of Canadian Armed Forces, the Belgian-Dutch School of Mine War in Ostend (Belgium) and the NATO Defence Academy in Rome.
Po ukończeniu Akademii Marynarki Wojennej w 1991 roku rozpoczął zawodową służbę wojskową w 13. Dywizjonie Trałowców 9.Flotylli Obrony Wybrzeża w Helu. W czasie służby przeszedł wszystkie szczeble dowodzenia od stanowiska dowódcy działu okrętowego, zastępcy dowódcy okrętu, poprzez dowódcę ORP „Wigry” i ORP „Flaming”, po zastępcę dowódcy dywizjonu, by w latach 2004-2006 zostać dowódcą 13. Dywizjonu Trałowców. Następnie w latach 2006 – 2014 zajmował różne stanowiska w Centrum Operacji Morskich, Dowództwie Marynarki Wojennej oraz Inspektoracie MW Dowództwa Generalnego RSZ. W 2010 roku pełnił służbę w Sojuszniczej Misji Szkoleniowej – NATO Training Mission (NTM-I) w Iraku, natomiast w latach 2014 – 2017 był zastępcą Narodowego Przedstawiciela Łącznikowego przy Sojuszniczym Dowództwie Transformacji w Norfolk i jednocześnie polskim oficerem łącznikowym przy Sztabie Połączonym SZ USA w Suffolk. Po powrocie do kraju objął stanowisko Szefa Sztabu Dowództwa 3. Flotylli Okrętów w Gdyni.
Komandor Włodzimierz Kułagin został odznaczony m.in.: Morskim Krzyżem Zasługi, srebrnym medalem „Za Długoletnią Służbę”, złotym medalem „Za zasługi dla obronności kraju” i złotym medalem „Siły Zbrojne w Służbie Ojczyzny”, „Gwiazdą Iraku”, medalem NATO Training Mission – Iraq (NTM-I) oraz medalem Sił Zbrojnych USA za Chwalebną Służbę (Meritorious Service Medal).
