The government plans to adopt a resolution on the installation port for offshore in the 3rd quarter

The Council of Ministers plans to adopt in the third quarter a resolution on construction in Port Gdynia The installation terminal for offshore wind farms is due to a new entry in the list of legislative and programme works.
According to the entry, Deputy Minister of Infrastructure Marek Grobarczyk is responsible for the project. The list continues to include the previous entry, according to which the resolution in the same case will be prepared by the Climate Ministry, is responsible for it by the government representative for RES Ireneusz Profit, and the deadline for adoption is the second quarter of this year.
However, the new entry does not indicate: the deadline for establishing the terminal and the sources of funding.
The previous project was to assume that the terminal would be set up in time to start installing offshore wind farms in the Baltic by the end of 2024. It also indicated that the cost would be covered by the funds of the European Instrument for Reconstruction and Enhancing Immunity (RRF) of up to EUR 437 million or other public funds and the own resources of the terminal builder.
According to the new entry, the resolution is to assume preparation in the Port Gdynia suitable port facilities for handling offshore wind farms. "As a result of the implementation of the provisions of the resolution RM will be created in Port Gdynia The infrastructure required to operate offshore wind farms and the current lack of infrastructure will be solved" is stated in the entry.
The choice of Gdynia is justified by the fact that Gdynia port is located closest to future offshore wind farms, which are planned in the first stage of the development of Polish offshore, In addition, it is already used to tranship many structural elements of wind farms. According to the assumptions adopted, it is intended to be a strictly installation facility for the IMF – it is stressed.
According to the offshore industry, the government's adoption of an appropriate resolution leading to the construction of a terminal is now the most urgent element of the entire offshore program.
On Tuesday, during the discussion, accompanying the presentation of the report "Optimization of the development of the national offshore wind energy supply chain in Poland" they agreed that Poland had already created regulatory bases so that developers could start implementing their projects. However, as was stressed, there is still a lack of a government decision which, by means of a resolution, should indicate the location of the installation port, in order to activate the financing of its construction.
