Thales: we are ready to develop cooperation with Polish industry

The development of cooperation with the Polish industry is declared by Thales – one of the companies qualified for further talks in the program of the frigate Miecznik, proposing a system of combat management for new ships.
"Thales is one of four companies enrolled in the shortlist of potential combat management system providers (CMS) for three frigates in the Sword Program. It mainly offers CMS TACTICOS, but also sensors – in the case of frigates these are radars and sonars" – said PAP president Thales Polska Magdalena Nizik.
She pointed out that Thales was part of the British offer, providing solutions for the T31 frigate project for the Royal Navy. The three are made up of Babcock – this company is also one of three potential suppliers of the platform of the new ship in the project Sword – as well as MBDA and Thales.
Nizik stressed that "TACTICOS is an open system, it can be integrated with all offered weapons systems", she recalled that the various configuration variants of the frigate were presented by the PGZ in the feasibility study provided to the Inspectorate of Armed Forces on 10 December. "All systems can be integrated, no combat management system is linked to the weapon system. In ongoing proceedings, the ship's platform, combat management system and weapons are the objects of separate offers," she noted.
She also referred to the requirement of maximum participation of the Polish industry, which was placed in the programme of construction of frigates, as well as in the case of the short-range air defense system of Narew.
"In the programs of Swordsman and Narew, the Polish side expects that it will not only be a technical offer, which includes a product for the military, but also an offer of cooperation with Polish industry and technology transfer. On the Polish market Thales has been present in the maritime industry for more than 10 years due to programs such as equipment for our radars and CMSa three Orkan rocket ships and a Ślązak patrol boat", noted the head of the Polish Thales.
"We have been working with the OBR Centre for Maritime Technology in Gdynia for a long time. CTM employees are well aware of the TACTICOS system, which they have been co-created for some time, participate in its development. Thales concluded a contract with CTM to provide software services for this system. It would be natural for us to further develop this cooperation and raise it to a higher level," she assured.
As she added, this would involve introducing a service to CTM referred to as the engineering system: "CTM could manage this system itself, integrate it into other weapons systems in Poland. This would be a step towards the autonomy and sovereignty of this solution for Poland," she said.
"Our vision of cooperation with the Polish maritime industry for the next decades assumes that once it becomes a permanent part of our integrated global supply chain, when proposals for cooperation with Thales also appear on foreign markets, this will mean working together on Thales solutions and products not only in Poland but also in third markets", she declared.
She referred to the agreement on cooperation between the Ministry of Defence of Poland and the UK on the Narew program, indicating the choice of CAMM missile produced by the MBDA group. "Thales provides air and missile defence systems, including guidance and command systems. In the case of the Narew programme, we are aware that MON is able to implement it with the help of national industry. We made our proposal a few years ago. We are ready to go back to talking about developing the product together, but for now it seems that the programme will be implemented by the forces of the native industry," she said.
‘If, as expected, there is a purchase in the Narew programme of CAMM rockets produced by MBDA, Thales will make his modest contribution as a manufacturer of detonators to the missiles of this family. For now, we do not offer radars or steering and command components in this program," she added.
Podtrzymała też propozycję dotyczącą bezzałogowca Watchkeeper. W 2017 r. Thales i PGZ zawarły porozumienie w sprawie oferty tego drona w programie taktycznego bezzałogowego statku powietrznego średniego zasięgu Gryf, zdolnego do wypełniania zadań rozpoznawczych i bojowych. Podkreśliła, że na propozycję nie wpływa niedawny zakup przez Polskę tureckich dronów Bayraktar TB2.
„Bayraktar TB2 to zupełnie inny bezzałogowiec niż Watchkeeper. TB2 to aparat klasy MALE (medium altitude long endurance); dla TB2 najważniejsza jest siła uderzeniowa, podczas gdy Watchkeepery to jednostki klasy taktycznej. Są nieuzbrojone, choć posiadają potencjał uzbrojenia, co przedstawiliśmy zamawiającemu w ofercie” – powiedziała Nizik.
Podkreśliła, że „Watchkeeper w zasadzie służy do efektywnego monitorowania linii granicznej, zarówno na lądzie, jak i na morzu”. „Dysponuje dwoma sensorami – głowicą elektrooptyczną i radarem SAR (z syntetyczną aperturą), a sztuczna inteligencja samodzielnie analizuje zebrane dane; kiedy Watchkeeper +widzi+ coś niepokojącego, alarmuje odpowiedni personel” – scharakteryzowała system.
Według prezes Thales Polska „to idealne rozwiązanie do obserwacji granic”. „Uważamy, że tego typu systemy są Polsce niezbędne, chociażby ze względu na to, co się dzieje obecnie na wschodniej granicy. Wojsko potrzebuje bezzałogowców i obserwacji satelitarnej, ponieważ nie da się fizycznie utrzymywać na granicach dziesiątek tysięcy żołnierzy, by prowadzili patrole. To na dłuższą metę jest nieskuteczne i kosztowne” – mówiła.
Zadeklarowała także gotowość do dostarczenia przez grupę Thales technologii satelitarnych dla wojska. Przypmniała, że konsorcjum Thales Alenia Space współpracuje z polskimi uczelniami, instytutami badawczymi i firmami. Zwróciła uwagę, że satelity zapewniające łączność, obserwację powierzchni Ziemi, nawigację, wczesne ostrzeganie, dane meteorologiczne i świadomość sytuacyjną w przestrzeni kosmicznej, pozwalają też „obserwować adwersarza bez naruszania jego terytorium lub przestrzeni powietrznej”.
„Polskie siły zbrojne dostrzegają przewagi, jakie daje obserwacja satelitarna, czego wyrazem są plany pozyskania satelitów zapewniających odpowiednie zobrazowanie sytuacyjne” – dodała. Wprowadzenie do wojska systemów satelitarnych do celów rozpoznawczych i komunikacyjnych przewiduje plan modernizacji technicznej sił zbrojnych na lata 2021-45.
Pod koniec lipca Inspektorat Uzbrojenia MON i konsorcjum PGZ-Miecznik zawarły umowę dotyczącą przyszłego kontraktu na te okręty. Z trzech projektów koncepcyjnych przygotowanych przez konsorcjum ma zostać wybrany wariant do dalszych prac. Dostawę platformy, która ma być podstawą polskiej fregaty, zaoferowały thyssenkrupp Marine Systems z Niemiec, Navantia z Hiszpanii i Babcock z Wielkiej Brytanii. Jako czterech potencjalnych dostawców zintegrowanego systemu zarządzania walką dla fregat wstępnie zakwalifikowano firmy Thales, Navantia, Leonardo i Saab.
