The Maritime Office in Słupsk began work on the reconstruction of shore fortifications

A spokesman for the Maritime Office in Słupsk informed PAP about the tender for investor supervision and the reconstruction of the existing shore fortification system at Mielna altitude was announced in October. The opening of tenders is due to take place on 14 and 19 November respectively. Ms Anna Gliniecka-Woś pointed out that questions have been raised from those interested in the execution of construction works, and therefore it is not possible to postpone the opening of tenders in this contract.
The estimated value of both contracts is respectively over PLN 650 thousand and over PLN 50.7 million (both amounts given without VAT).
The reconstruction of shore fortifications in Mierno will be implemented in the form of "design and build". This means that the selected contractor will fully design, perform and put into service with the required permit, protective structures of the seashore on a distance of nearly 3 km and artificial power supply on a section of more than 300 m.
The investment will modernise three shorebands between 299.4 and 300.4 km of coast. A heavy-type edgeband will be built on a section of approx. 450 m. A renovation of 36 shore spurs is also planned. In the area of the existing Friendship Promenade in Mienna, refulatory works will be carried out, or expanding the beach.
The completion date is 30 December 2020. However, the contracting authority has stated under the terms of both invitations to tender that this period may be amended and extended, but up to a maximum of 30 December 2022.
The investment is intended to ensure that residents and tourists benefit from a wide, sandy, well-maintained and safer beach as well as a boardwalk, and reduce the negative effects of extreme weather phenomena, in particular the ever-increasing storms associated with climate change.
The Maritime Office in Słupsk received PLN 45.9 million of EU funding from the NFOŚiGW as part of the Action "Adaptation to Climate Change with the securing and increasing resilience to natural disasters, in particular natural disasters and environmental monitoring" of the Operational Programme Infrastructure and Environment 2014-2020. The grant agreement was signed on 28 February 2018.
It was only in September 2018 that the tender was finally decided, after two appeals to the National Appeal Chamber, for the contractor of the documentation of the planned investment. The Warsaw company undertook to complete the order for almost PLN 583 thousand. As told by PAP on Monday, Gliniecka-Woś the contractor failed to meet the deadline, he was almost six months late. The documentation was received in August 2019 and the contractor was charged penalties.
