In recognition of the merits of Minister Mark Grobaryczyk

What will the State shipbuilding sector do in 2021 and do policy makers and owners have the ability and willingness to make the right decisions?

Not all two weeks ago, we published in our journals information about the sale of Gryfia shipyard in Świnoujście https://portalstoczowy.pl/news/stockyard-grifia-idzie-pod-mloteki/ , which was to be a flagship example of the rescue of the shipbuilding industry, and new unrest appears on the horizon in the new year, because in addition to the problems with the reconstruction of civil industrial potential, similar problems or even larger ones have the Polish shipbuilding and defence industry.

For the past five years, the defence shipbuilding industry has been subject to two owners. First the supervision was exercised by the Minister of National Defence, now the supervision is exercised by the Minister of State Acts. The defence shipbuilding industry is about to undergo a second restructuring.

Let us just remind you that the previous restructuring ended in the bankruptcy of Nauta Shiprepair Yard. In the spheres there is talk of another restructuring, this time in PGZ Stocznia Wojenna. Unfortunately, even the Rescue Project will not change much here, because it is impossible to keep a company "strategic to the state" alive without ordering.

In case of PGZ Stocznia Wojenna As well as Nauta Shipyard, responsibility for necessary changes should be attributed to the owner, i.e. PGZ SA. Let us hope that the restructuring plans of the PGZ SW do not come to a similar conclusion as in Nauta shipyard, bankruptcy and total lack of support from the owner. According to our unofficial information, the new board of PGZ SA has not taken any significant steps to save Nauta shipyard (unless we consider it important to consider changes in company boards... then you can judge it differently...) . In view of the above, there are concerns that the owner of the Naval Shipyard may share the fate of the sister yard of Nauta with such an approach.

The above, unfortunately, is not optimistic at the beginning of the year and reveals the low level of commitment and decision-making of owners and policy makers of all mentioned in the yard article (Griffy, Nauta, PGZ SW).

For example, let us mention one (a little recently forgotten decision-maker) of the Minister Mark Gróbarczyk, who, in recognition of his merits for the collapse of the Gryfia shipyard, instead of landing on unemployment, was appointed undersecretary of state in the Ministry of Infrastructure (which may indicate that this direction of action is considered appropriate by the current government). Let us remind that the Shipyard Portal sought clarifications on important issues for the shipbuilding sector and answers to questions from the Minister, who was still recently the Minister of Maritime Affairs and Inland Shipping. Since the Minister is still responsible for shipbuilding (after the transformation of the government in the Ministry of Infrastructure) we repeat the questions.

30.07.2020. The Shipyard Portal asked Minister Marek Grobarczyk kindly to answer the following questions.

Questions about ro-pax:

  1. What is the stage of the ro-pax project?
  2. Is the technical documentation of the unit ready? If so, who prepared the project?
  3. What is the delivery schedule for units today?
  4. Will the Polish shipyard carry out the construction ferryThe ro-pax?
  5. Is it true that the MGM accepts sending an order to ro-pax to a foreign shipyard?

Questions about PGZ SW:

  1. Why, despite the well-known status of PGZ SW, i.e. strategically important for defence and security of Poland, the assets of Port Gdynia "makes" an aggressive policy and implements a massive media campaign to convince the public of the need to take over the area under theCargo wind farm components?
  2. In such an attitude of the Port of the Ministry of Economy, does it not see irregularities that are contrary to the fundamental interests of State security?
  3. Given that in times of crisis or conflict, the main security threats of our country may be concentrated on destabilizing transports (to and from Poland) by sea, we ask you to present the position of the MGM on the disastrous state of the maritime safety system in the context of the complete degradation of the Polish Navy, which does not have battleships to carry out its tasks to protect maritime transport.
  4. Whether in the field of reconstruction of MW RP (i.e. the urgent need to acquire multi-tasking battleships) MGMIŚ conducts any supporting, coordinating or taking action on its own.

We consciously recall at the beginning of 2021 the key challenges of the shipbuilding sector in the hands of the Treasury because the problems are important and did not disappear with the Ministry of Maritime Economy and with the changes of the board of directors of PGZ SA and PGZ SW. We therefore repeat all the difficult questions and expect answers that the public deserves.
