The importance of a deep water container terminal in Świnoujście for the HNS system

The General Staff of the Polish Army is interested in the possibility of using the future container terminal in Świnoujście for military purposes. As a result, the terminal would gain the status of dual, civil-military use.
This issue was the subject of a meeting held at the headquarters of the Board of Maritime Ports Szczecin and Świnoujście SA. It was attended by representatives of the Management Board of Logistics – P4 of the General Staff of the Polish Army, Ministry of Infrastructure, Maritime Office in Szczecin and ZMPSiŚ SA.
The Świnouska terminal like today Hamburg or Bremen has a chance to become one of HUB – transport, where, in addition to the main handling operations, there are also metastasis of troops, equipment and combat measures using maritime transport.
Locational values support the widest possible use of the terminal
The container terminal in Świnoujście due to its location and access properties is perfectly predisposed to its use for both civil and military transport. The future terminal will be located in an external port in Świnoujście east of the LNG terminal, outside the urbanised area, which will provide the possibility of isolation and strict protection of the site, as well as minimising environmental and residential impacts. Additionally – Świnoujście as a base port is located on the Trans-European TEN-T Transport Network route within the Baltic-Adriatic Corridor.
Prefields and terminal infrastructure also have potential
Current depth of the approach track to the terminal of 14.5 m (in the future it is planned to be increased to 17 m) will allow unlimited movement of the largest container vessels that can enter the Baltic Sea. The terminal will provide simultaneous operation of two units 400 m long and one up to 200 m long. This will significantly increase the capacity ratio of the western coast, in addition to providing an alternative to the port in Szczecin. The planned terminal infrastructure, in addition to normal handling operations, is able to allow a liquid perCargo CommonCargo military wheeled and caterpillar vehicles and their stop in this area.
Communication with the facilities guarantees the smooth movement of military equipment
The WP General Staff also points to the potential resulting from the availability of colliding terminal connections with the facilities. The terminal will directly connect to the E-59 and CE-59 railway lines through the transfer-received, arrival-departure and cargo tracks. This will allow quick reception of ships, roCargo military equipment and its further rail transport. On the other hand, the S-3 expressway, which is part of the international E65 road, with which the terminal will have a direct connection via a 3 km long access section, will allow for rapid expansionCargo and further movement of military equipment on the roads. In addition, parking spaces are planned near the terminal, giving the opportunity to organize a waiting place and forming military columns.
In the vicinity of the terminal, it is possible to separate space for the development of mobile refuelling points for military vehicles, helicopter service and the washing and decontamination of military equipment.
This will be an important part of the state's defence system!
Reasumując – dzięki intermodalnemu charakterowi i połączeniom z sieciami transportu kolejowego i drogowego przyszły terminal kontenerowy wyróżnia się zdecydowanie lepszą dostępnością i możliwościami szybkiego rozładunku i dalszego transportu sprzętu wojskowego i wojsk sojuszniczych w głąb lądu w porównaniu do obecnych zdolności portów w Szczecinie i Świnoujściu w tym zakresie. W rezultacie terminal stanowić będzie istotny element systemu obronnego państwa oraz wpłynie na zwiększenie jego zdolności w odniesieniu do przyjęcia wojsk sojuszniczych NATO na terytorium RP.
Dodatkowe punkty w postępowaniu ofertowym za spełnienie wymagań wojskowych
Co kluczowe ZMPSiŚ SA w ramach prac projektowych terminalu przewiduje uwzględnienie wymagań wojskowych. Ich uszczegółowienie odbędzie się oczywiście we współpracy z przyszłym inwestorem. Ten dzięki temu może zyskać dodatkowe punkty w postępowaniu konkursowym.
